It is called "rising" because it affects the building by rising up from ground level through the force of gravity. Water from the ground gets absorbed by the porous building material, pushing all the way up through the brick and mortar (like a sponge or a paper napkin soaking in water).

Most walls and floors allow some water in, but it’s usually stopped from causing damage by a barrier called a damp-proof course or damp-proof membrane. A damp-proof course is a horizontal strip, usually made from plastic or bitumen felt, built into the wall at the height of at least 15cm above ground level.

Rising damp is generally caused by either a missing Damp Proof Course (DPC) or a DPC that has been compromised in some way. Redecorating or re-plastering will only temporarily disguise the problem. Unless the seat of the damp problem is tackled, it will only be a matter of time before the damp is once again visible.
